Problem:
| | On the PLL board, there is no 5 volt supply to pin 4 of the LM567 cip or to the 33K ohm resistor.

Solution:
| | Add an extra link as shown in the diagrams below. (The link to be added in shown in red).
Alternatively, extend the existing link and the 33K resistor to the 5 volt supply line.
